To aid in the collection of data, IEERB now has an application available to you in Gateway. 

This user guide will help you navigate this application and provide information on additional resources.

Access to Gateway

Many of you may already have Gateway logins because you edit or submit budgets, debt and other reports.  If you are the person responsible for submitting the required Collective Bargaining Report and do NOT have a Gateway login, you will need to email IEERB (gateway@ieerb.in.gov) and request authorization.

As with other Gateway submissions, the Authorized Official is generally the School Corporation Superintendent or designee.  Designation must be requested and authorized by the IEERB (gateway@ieerb.in.gov).

Username and password are assigned to a PERSON, not the corporation.  By law, the authorized official must attest and submit the information.  If you want someone on your staff to enter and edit the information, you can request that they be authorized to have editing rights.  However, submission is the sole responsibility of the School Corporation superintendent and he/she must handle the actual "Submission Process" in the application.

Logging Into Gateway Applications

As an authorized (by IEERB) user, you will go to this web address (URL) to login: https://gateway.ifionline.org/login.aspx.

Browsers and Other Issues

Every attempt is made to make Gateway applications compatible with a wide variety of web browsers. However, older browsers such as IE8 or older do not interact well with Gateway's newer technology.  We recommend using IE10, Firefox, or Chrome to access Gateway.

Sometimes, your local intranet/networking office may block "https" secure sites and you may need to contact them to have them allow direct access to the site.

If you continue to experience problems logging in or otherwise using the application, contact ibrctech@iupui.edu to report your problem.  Including a screenshot can be very helpful!

Choosing the Right Application

After logging into Gateway, you will see multiple applications.  There are TWO applications specific to Collective Bargaining Reporting.  The first is the Collective Bargaining Reporting, where you enter the required information.  The other is an Upload which allows for uploading the actual contracts in a PDF format.

This guide focuses primarily on the Reporting (entry) application.

The Main Menu

Once you have selected the Collective Bargaining Report, you will see the Select Unit from List screen as shown below.  Your school corporation should be listed - click on it.  If you unit doesn't appear, it means you don't currently have rights to use the application and need to email IEERB at gateway@ieerb.in.gov to request authorization rights.

Because this is the first year for reporting, the only year available to select will be 2013 - click on the link (see screenshot below).

The Main Menu is mission control for the application.  You will want to click on the Collective Bargaining Reporting to begin entering your data. Note that there is a Status column in the menu that tells you exactly what is complete or not complete.

There are three components to the application and the purpose of each one is explained on the menu.  Your first task is to use the Collective Bargaining Reporting component, which is where you will enter all of the required data - see the screenshot below:

Entering Data

Before entering any information, you will want to review this section to see what is required and have that information available to you when entering.  The application allows you to save as you go along. 

There are eight individual parts to fill out.  Overall it should take less than an hour to enter the information, provided you have it on hand when you start! 

You need to complete each section before you can move to the next one in the sequence.  Click on SAVE & CONTINUE at the bottom of the page.  You can then proceed to the next section or return at a later time.

The entry navigation is sequential - you must fill out part I before you can move on to part II, etc. If you do logout and return, you will need to go through each section until you reach the one that is incomplete and proceed from there.

Each item needs to be filled out.  Do NOT put in a dollar sign, just the value (e.g., 2000.12).  The BACK button will take you back, but you will lose your work unless you click on SAVE AND CONTINUE.

Submitting Report

Submitting the report is a critical step in the process.  You do this as a separate function by clicking on the Submit Report in the Main Menu (see screenshot below).  Go through Submission only when you are certain all information has been entered correctly.  Submission constitutes legal submission to the Indiana Education Employment Relations Board (IEERB).  Once you have submitted your report, you can no longer edit it.  You must contact IEERB (gateway@ieerb.in.gov) to unlock your report.

You can view, print or download your report information in the Report Outputs section, clicking from the Main Menu.

Report Output

The Report Output allows you to view what you have entered and save it or view it as a PDF or Excel file.  This can be helpful in reviewing your input prior to Submission or for sharing with others in your organization.

 

Getting Help

Gateway is managed by the IBRC at Indiana University in partnership with multiple state agencies, including the Indiana Education Employment Relations Board.

The IBRC is responsible for the technical side of things, so please contact them with any issues you have with the system itself by emailing ibrctech@iupui.edu.

The IEERB is responsible for the reports you submit, so please contact them with any questions you have about the content and questions in the report by emailing them at gateway@ieerb.in.gov or by visiting their website at www.in.gov/ieerb.
